[Abstract]
The National Coastal Safety Project, which secures disaster buffer zones caused by climate change through land acquisition, is already underway. However, the boundaries of these buffer zones have not been defined. Even in overseas buffer zone cases, rising sea levels due to coastal erosion have not yet been considered. Meanwhile, buffer zones based on fixed distances from the shoreline lack connectivity with coastal management policies like structures and beach nourishment. Therefore, we propose a non-uniform approach to establishing buffer zone boundaries for Wonpyeong Beach, taking into account sea-level rise. Using the HaeSaBeeN model's MatLAB GUI, we derive coastal erosion risk management zones up to 2100. Within the risk management area, acquisition costs are calculated for each parcel. Using the Ant Colony Optimisation (ACO) metaheuristic, buffer zone boundaries were derived according to changes in conditions at the population level, cost level, and development The buffer zone boundaries derived via this meta-heuristic offer the advantage of providing policy options optimized according to criteria prioritized by coastal managers.
