<Abstract>
This study aims to analyze the current status of N-minute city in Busan through a three-dimensional network analysis considering topography and to investigate the urban characteristics influencing the achievement of N-minute city. In this study, the functions and facilities of N-minute city were categorized into 8 functions and 33 facilities, including caring, medical, learning, public transport, culture, sports, parks, and living. The time criteria were set at 15 minutes (Busan), 10.7 minutes (national average pedestrian travel time), and 6.9 minutes (Busan-Ulsan metropolitan area average pedestrian travel time). The results of the N-minute city status analysis indicate that the achievement rate for the 6.9-minute criterion is approximately 20%, while for the 10.7-minute and 15-minute criteria, it stands at 40% and 60%, respectively. The areas achieving N-minute city are primarily located in the central region of Busan, where both the current downtown and the historical downtown coexist. In contrast, the eastern and western parts of Busan show marginalized areas with no functions reaching, revealing regional disparities. The application of slope results in a decrease in the reach range for all functions, with a more pronounced impact on lower reach ratios. Differences based on functions are also observed. For the analysis of the impact of urban characteristics, the study employs the Spatial Error Model and 19 urban characteristic variables. 10 variables are confirmed to have a significant impact in all conditions. The policy implications derived from these research results are as follows: Firstly, the status of N-minute city exhibits significant variations depending on conditions, and considering the significant impact of slope, analyzing the diverse characteristics of each region is crucial for formulating policies with high perceptibility and effectiveness. Secondly, to achieve N-minute city, a demand-based strategy should be established. Factors influencing N-minute city generally show the impact of variables related to demand, and areas with higher demand tend to be closer to N-minute city.
